It is the number of holes on the tracker bar/ paper roll they are referring to.
My organ has a 26 hole tracker but I have 70 pipes.
If there is space some people will "double up" on the top 9 pipes (or in my case on the top 13 ).
These can be left to play all the time in unison or in a more complicated system with a draw-bar.
